Umlazi Regional Court

The Umlazi Regional Court, which serves the Umlazi area in KwaZulu-Natal, has recently faced significant challenges due to prolonged renovations. Renovations that were scheduled to be completed in 2019 have experienced a six-year delay, leading to the disruption of court services and denying local residents timely access to justice[3]. Currently, only one regional court operates within the Umlazi Magistrate’s Court, while the two other regional courts have been temporarily relocated to the Chatsworth Magistrate’s Court, which is 30 km away. This situation forces accused persons, witnesses, and local residents to travel long distances, often involving two taxis, to access judicial services[5].

Safety and operational concerns at the court building have been highlighted by oversight committees. For example, the non-functional scanning machine at the entrance raises security risks, as dangerous objects could be brought in undetected. Additionally, victims and alleged perpetrators share the same passageways, leading to traumatic encounters that have even caused cases to be postponed when victims could not testify due to unexpectedly meeting the accused inside the court building[5].

The court building comprises 62 offices, though an oversight inspection found three unused mobile offices on the premises. Two of these mobile units are filled with rubbish, and the third is used to store old files, mainly related to estate matters[3]. The situation has prompted calls for a second court in Umlazi to serve the area’s large population, as the delays have significantly impacted justice delivery and placed additional hardship on residents[5].
